Start with runways, taxiways and nearby areas of concern. A site plan and the height layers of interest are useful if you have them, but are not required to begin.
Which bird activity matters?
Describe the bird activity, target sizes and operating conditions of interest. A range requirement should include the target and the conditions under which it must be detected.
How will the information be used?
State the intended monitoring workflow and any existing system that needs radar information. Interface compatibility, reporting functions and applicable airport requirements need model-specific technical review; no aviation approval or bird-strike reduction is implied.
